Visalia is the county seat and principal trading center for Tulare County, one of the most productive agricultural counties in the United States. The City currently has a land area of approximately 38 square miles with a population of more than 136,000, placing Visalia among the 210 largest cities in America. Visalia has a sizable portion of the population which is dependent upon public transit for access to employment, education and health care. The City Transit department, which began providing public transportation to the COV in 1981 operates fixed-route and para-transit services in the Visalia Urbanized area, the Sequoia Kings National Park Gateway Shuttle and under contract with the National Park Service, the Internal (In-Park) Sequoia Kings National Park Shuttle.
